From Governor Cuomo’s press conference in NYC: 

OVERVIEW

  • The situation across the country is getting worse with 35 states seeing increasing infection rates.
  • Dr. Fauci stated we could see 100,000 cases per day in the U.S. if this situation does not turn around.
  • 879 hospitalizations, lowest 5-day average since we started COVID.
  • 11 deaths reported in the last 24 hours.
  • 56,000 tests yesterday with a positive rate of 1.1%.
  • Numbers are steady in all regions of the state.
  • Today, NYS will hit 4 million total tests completed since March (only 19 million people in the state).
  • NYS is doing more tests per capita than any nation on the globe.

NEW

  • NYS is expanding testing criteria today to all New Yorkers.
  • The Capital Region enters Phase IV today.
  • There are new problems in NYC.
  • Citizen compliance is slipping.
  • Government compliance enforcement is not sufficient.
  • Local governments do not have any legal authority to open or reopen businesses, schools or restaurants—that is a function of state government.
  • Local governments’ main job is testing, tracing and enforcement.
  • NYC indoor dining which was initially included in Phase 3 will remain postponed until the facts change, and it is safe and prudent.
