Governor Cuomo held a press conference in NYC:

TRAVEL ADVISORY

  • Effective at 12:00 a.m. tonight.
  • In conjunction with New Jersey Governor Phil Murphy and Connecticut Governor Ned Lamont, Governor Cuomo announced today a joint travel advisory. Visitors from states with high coronavirus infection rates will need to quarantine for 14 days when they come to the tri-state region.
  • Infection rate threshold: 10 per 100,000 on a 7-day rolling average or 10% infection rate on a 7-day rolling average. 
  • States today meeting this threshold: Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Texas, Washington, Utah.
  • New York, New Jersey and Connecticut will continually update their websites with a list of states to which the new advisory applies.

OVERVIEW

  • Lowest hospitalizations since the beginning of COVID-19: 1,071.
  • 1.1% positive infection rate.
  • 17 deaths reported over the last 24 hours.

REOPENING

  • Gyms, malls and movie theaters will not open in Phase 4. NY is studying what is happening in other states to guide decisions on these industries.
  • More testing is not driving the increase in positive cases, contrary to what President Trump has stated.
  • Local governments need to be diligent on compliance.
