From Governor Cuomo’s briefing on November 18th in the Red Room of the NYS Capitol: 

OVERVIEW

  • 4.7% positivity rate in micro-clusters.
  • 3.1% statewide rate without micro-clusters.
  • 3.4% statewide rate with micro-clusters included.
  • 35 deaths reported over the last 24 hours.
  • 2,202 hospitalizations.
  • NYC is at 2.9%.
  • Governor Cuomo said he anticipates a spike in infections after Thanksgiving.

  • Capital Region: 2.3%
  • Central NY: 3.7%
  • Finger Lakes: 4.3%
  • Long Island: 3.2%
  • Mid-Hudson: 3.8%
  • Mohawk Valley: 2.5%
  • NYC: 2.5%
  • North Country: 1.8%
  • Southern Tier: 1.2%
  • Western NY: 5.1% 

HOTSPOTS (7-Day Average) 

  • Brooklyn: 4.19%
  • Rockland: 4.08%
  • Orange: 2.58% 

MICRO-CLUSTERS

  • NYC may go to orange zone if it hits 3% positivity rate.
  • Western NY:
    - Hamburg: 9.78%
    - Lancaster: 9.42%
    - Orchard Park: 7.51%
    - Buffalo: 7.30%
    - Tonawanda: 6.84%
  • Some regions in Western NY will go from Yellow to Orange Zones.
  • Broome and Orange County Yellow Zones being removed.
  • Brooklyn is being reduced from Orange to Yellow Zone.
  • Queens Yellow Zone expanded. 

SCHOOLS 

  • Schools in Orange Zones can reopen if they are closed for 4 days.
  • After cleaning, schools can open on 5th day if testing all staff and students, and conducting weekly surveillance.
  • If NYC hits 3%, a different formula to reopen schools would be needed.
