From the Governor’s Briefing from the Red Room of the New York State Capitol: 

OVERVIEW 

  • Statewide positive rate is 1.62%.
  • 7 deaths reported over the last 24 hours.
  • 950 hospitalizations.
  • 201 ICU patients.
  • 103 intubations.
  • 124,789 tests yesterday. 

QUARANTINE STATES 

  • Quarantine is basically enforced at airports.
  • NY is working with global experts to see if there is a different methodology to quarantine. 

FALL STRESSERS 

  • Schools
  • Colleges
  • Indoor Activities
  • Fatigue
  • Flu Season
  • Other states travel to NYS 

NYS has the most sophisticated COVID detection and elimination system. 

MICRO-CLUSTERS 

  • The Governor stated that micro-cluster buffer zones will be adjusted based on a 10 day average positivity rate.
  • Red zone becomes an orange zone if it’s 10 day average is less than 3%.
  • Orange zone becomes yellow zone: less than 2%.
  • Yellow zone returns to normal: less than 1.5%.
  • Positivity rates for the past 7 days:
    - Brooklyn: 5.5%
    - Queens (Forest Hills): 2.5%
    - Queens (Far Rockaway): 1.8%
    - Rockland: 4.8%
    - Orange: 4.2%

 WINTER 

  • Vaccine administration is going to be very difficult.
  • 40 million vaccinations will be needed. 

FROM THE Q&A 

  • Regarding travel to states on the Travel Advisory list: The Governor stated we should come up with a plan to use testing rather than quarantine timelines. The Governor is exploring this option with global health experts.

Highlights 

  • Extends ban on commercial evictions through January 1, 2021.
  • Allows movie theatres outside of NYC to open effective October 23, 2020.
