OVERVIEW

  • 3.2% positive rate in red zones.
  • 1.1% statewide rate without red zones.
  • 1.4% statewide rate with red zones included.
  • 82,000 tests conducted yesterday.
  • 12 fatalities.
  • 1,059 hospitalizations.
  • 237 ICU patients.
  • 118 intubations.
  • Compliance and enforcement work.
  • Wear your mask.

  • Brooklyn: 4.19%
  • Rockland: 4.08%
  • Orange: 2.58%

MICRO-CLUSTER STRATEGY

  • You will have “little peaks, you will put out those fires and the numbers will go down.”
  • Without the micro-cluster strategy, the numbers will go up.
  • Strategy: more testing, targeting, focused attack.
  • More testing means action is not statewide, action is not regional, action is on a neighborhood level.
  • Stop the spread before they get too large.
  • Restrict smaller areas so as not to slow the economy.
  • Waiting for a vaccine could be one more year, easily.
  • Vaccinating 330 million people will be the greatest governmental operational challenge to date.
  • IHME estimates 160,000 more people could die by February 2021.

FROM THE Q&A

  • COVID outbreak at Elmira Correctional Facility: 
    - Three prisons are being closely monitored.
    - State deployed rapid testing and is ensuring quarantine and contact tracing being implemented.
    - Visitation at these three facilities has been rolled back.
    - 70 active cases in prisons currently.
    - The entire population will be tested by the end of November.
  • Delay in banning visitation in congregant facilities in red zones:
