From Governor Cuomo’s briefing in Albany:

OVERVIEW

  • Statewide positive rate is 1.45%.
  • 9 deaths were reported over the last 24 hours.

CLUSTERS

  • NYS has a COVID “cluster” problem which can grow.
  • The virus spreads in mass gatherings and especially indoors.
  • Clusters are in collages upstate and in many locations downstate including: Orange, Brooklyn, Queens, Rockland, Binghamton.
  • Clusters are relatively small areas geographically but efforts will be intense.
  • Strategy: We will crush the cluster and stop the spread.
  • NEW: “Cluster Action Initiative”

               -Step 1: Take more dramatic action within the cluster (Red)
               -Step 2: Take action in communities surrounding cluster (Orange)
               -Step 3: Take precautionary actions in the outlying communities (Yellow)    

  • NYS will provide local governments with maps on cluster areas.
  • Rules can go into effect as soon as tomorrow but not later than Friday, 10/9.
  • Testing for schools in the Yellow zone starts next week.
  • Governor stated that he is more and more concerned about schools, testing for schools in the yellow zone will start by next Friday and will conduct weekly testing.
  • If a school needs additional testing equipment, contact the state.
  • These rules will be in effect for 14 days.
  • Local governments must enforce the law.
  • All local governments must provide the State Taskforce with personnel to enforce.
  • NYC must provide 400 personnel to the NYC taskforce.
