LATEST NEWS & INFORMATION - 9/3/20  

From Governor Cuomo’s briefing via conference call: 

OVERVIEW 

  • 88,000 tests completed yesterday, 889 positive, .99% infection rate.
  • 7 deaths reported.
  • Western NY: 1.9% infection rate yesterday.
  • 6,400 rapid result tests completed in western NY yesterday, 4% positive rate overall; Chautauqua at 4.5%, Niagara at 2.8%, Buffalo at 5.9%, Erie at 2.3%. 

REOPENING

  • Starting on 9/9, casinos may open if enhanced air filtration system in place, 25% maximum occupancy, masks required, no table games or beverage service.
  • The NY State Gaming Commission will monitor compliance.
  • Starting 9/9, malls in NYC can open at 50% capacity with air filtration in place, masks, no indoor dining.
  • DOH will set up online dashboard for teachers, parents to view testing results.
  • The State will be sending a letter to school districts today: schools must send testing results daily to the state; this information will be posted on dashboard.
  • The Governor stated if NYPD can enforce compliance, then allowing indoor dining will be discussed, currently the State does not have resources to further enforce compliance. 

FEDERAL

  • Today the CDC said a vaccine will be available in November.
  • The Governor stated that NYSDOH will be reviewing any FDA, CDC guidance before NY will implement.

TRAVEL ADVISORY 

  • The NYS Travel Advisory was updated to include two more states: Alaska and Montana. No states were removed.   

The Governor’s Office also made the following Executive Orders available: 

Executive Order 202.57 

Highlights 

  • Allows bowling alleys and gyms to open.
  • Pertains to proceeding or enforcement of an eviction for commercial tenants through September 20, 2020.
  • Allows NYC to reopen indoor cultural activities.  

Executive Order 202.58 

Highlights 

  • Pertains to Election Law.
  • Directs all county Board of Elections including NYC to send a mailing to all registered voters and submit a plan detailing staffing and staffing needs by September 20, 2020.  

Executive Order 202.59 

Highlights 

  • Extends for another 30 days Executive Orders 202.36-37 and 202.46-47 with some exceptions.
  • Directs NYSDOH to develop emergency regulations for simultaneous testing of COVID and the Influenza.
