LATEST NEWS & INFORMATION - 9/8/20  

From Governor Cuomo’s briefing in New York City: 

OVERVIEW 

  • We are now entering a different post-Labor Day phase.
  • Activities are increasing including schools, business, traffic, public transit ridership and flu season (more stress on the testing system.)
  • 445 hospitalizations.
  • 5 deaths were reported over the last 24 hours.
  • .96 % infection rate.
  • The priority is to protect the progress we have made. 

REOPENING

  • Special Conditions:
    - Non-compliance in bars.
    - Visitors from out of state.
    - Collages continue to be a problem.
    - K-12 schools.
    - Voting.
  • Over Labor Day weekend the NYS Police and SLA formed a Taskforce for continued compliance checks. They issued 37 violations.

COLLEGES

  • 108 colleges have reported more than 100 cases each. Any school going over 100 cases, schools may have to transition to remote learning. DOH will issue regulations on this.

TRAVEL ADVISORY

  • Travel Advisory is updated to include Delaware, Maryland, Ohio, West Virginia; Puerto Rico and Virgin Islands were removed.

K-12 SCHOOLS

  • The state will publicly disclose a COVID Report Card for every school; report cards will be located on the DOH website.
  • The website will provide positive cases of students and staff.
  • School district's situation: remote, in-person or hybrid.
  • Number of students/staff on site.
  • Percentage positive for onsite students and staff.
  • Number of tests administered by school, test type, lab used and lag time.

Highlights

  • Declaration of a State Disaster Emergency shall remain in effect through October 4, 2020.
  • Anyone who travels to a state with an infection rate above the threshold will not be eligible for paid sick leave benefits.
  • Authorizes schools statewide to be open for instruction subject to adherence to DOH guidance.
  • Pertains to coroner/medical examinations of those who have expired & COVID and Influenza testing.
  • Allows for casinos to open with restrictions effective September 9, 2020.
  • Allows for indoor shopping centers to reopen in NYC effective September 9, 2020.
